Report published on Training and Outreach Report March 2008

The fifteenth session of the Moral Foundations for Democracy (MFD) training was conducted at the Armed Forces Educational Centre (AFEC), Wilberforce, Freetown from the 14th -17th March 2008. The training which would have been conducted in February overlapped with the second Training of Trainers course in February. 30 participants were drawn from the police, armed forces and civil society and there was one participant from the prisons department. By-Elections Report Published

Following the conduct of the 2007 Parliamentary and Presidential elections in Sierra Leone and the epoch of a new government, certain Members of Parliament were asked to serve the country in ministerial capacity and were appointed to do so by His Excellency, President Ernest Bai Koroma. Four of one hundred and twenty-four Members of Parliament were appointed Ministers shortly after their election and their seats in Parliament thus became vacant.

Against that backdrop, the National Election Commission conducted a by-election to refill those vacant seats. On March 29th 2008 the Commission conducted elections in the respective constituencies. As part of its activities, the Clean Elections Campaign Department of Hope-Sierra Leone closely monitored and observed the elections. On the polling day, a team of elections observers including several volunteers from Hope-Sierra Leone and one intern from Denmark observed the elections.

This report presents what happened in polling stations visited, voter behaviour, activities of political parties’ representatives, NEC officials and the police.

The report further gives an analysis of activities that took place which are considered inimical to the peace, development and democratization process in Sierra Leone. Also, best practices during the polling exercise are recorded in this report. Read report.

New President of Sierra Leone meets HSL staff

“After the brutal and devastating civil war the whole country needs to be reconstructed. But if we don’t target the mindset of the people at the same time everything will be in vain”, said His Excellency Dr Ernest Bai Koroma, President of the Republic of Sierra Leone. He was speaking to members of the Moral Foundations for Democracy (MFD) International Faculty and staff of Hope-Sierra Leone, who had been invited to meet him following the completion of the second Training of Trainers (ToT) course in February 2008. Clean Election Campaign Launched in Bo, Sierra Leone.

2007 is a watershed for Sierra Leone’s new democracy, with presidential and parliamentary elections due to take place on 11 August. Prior to the launch, 2 members of the CEC team spent 3 days in Bo town consulting with the Paramount Chief, members of political parties, the Mayor, the Local Unit Commander (Sierra Leone Police), the Provincial Secretary and civil society activists about the feasibility of launching a Clean Elections Campaign there.

Two days before the visit to Sierra Leone, Imam Ashafa was seriously injured in a road accident so he instructed his deputy, Imam Sani Isah, to go in his stead. The visit was hosted by Hope Sierra Leone.

Clean Elections Dialogue in Sierra Leone

The dialogue brought together representatives of the various political parties and other stakeholders in Sierra Leone's electoral process, to frankly discuss and share ideas on promoting free, fair and peaceful elections...Electoral stakeholders came from the National Council of Paramount Chiefs, West African Network for Peacebuilding (WANEP), the Sierra Leone Market Women’s Association, the SL Teachers’ Union, SL Police, Forum of Women’s Organizations, UNESCO and the Methodist Church – together with student and youth leaders.

'History is in the making in Sierra Leone,’ said former Manchester Grammar School teacher Keith Neal, speaking at a Greencoat Forum at the Initiatives of Change (IofC) centre in London, 13 February. Neal is a faculty member of a ‘Moral Foundations for Democracy’ training programme, run by Hope-Sierra Leone. Read more.

Clean Election Campaign Launched in Sierra Leone. Read more.

A man, probably in his 50s but looking much older, arrives at Hope-Sierra Leone’s Office in Freetown having walked 30km from his home in Waterloo. His response is typical of many Sierra Leoneans who long for clean, fair and peaceful elections. Despite its potentially lucrative diamond industry, Sierra Leone is one of the world's poorest nations because of corruption and a civil war, partly fueled by a struggle to control the diamonds.

Makeni Town Hall, Northern Province, saw the Official Opening of the Hope-Sierra Leone Peace Farm in Makari-Gbanti Chiefdom about 5 miles outside Makeni. 200 people attended the meeting. Chief guest was the Minister of Agriculture (Mechanised). The Minister of Internal Affairs gave the keynote address. See photos.

November 28th to December 7th 2005
The Moral Foundations for Democracy (MFD) programme for army, police and civil society continues with an intensive Training of Trainers Course.

The course will take place at the National Police Training Centre, near Freetown. This follows the two pilot courses held in January 2005 and a short 3-day course for senior personnel in September. The 35 participants in this next course will be trained to deliver the programme throughout Sierra Leone over the next years. They will use and evaluate a training manual that has been produced for the ongoing training programme in 2006-07 when they themselves will conduct the courses.

August 31st, 2005:
Preparations ready for second Moral Foundations for Democracy (MFD) course in September in Freetown for Army and Police. The President has announced senior representation from his office.

The MFD courses programme has obtained partial funding from Danida (Danish International Development Assistance, the name of the Danish Ministry of Foreign Affairs’ assistance cooperation with developing countries. www.danida.dk) and Dutch catholic development organisation Cordaid (www.cordaid.nl).

Hope-Sierra Leone is in the process of relocating to new office premises. More to follow.

March 31st, 2005:
Sierra Leone Teachers Union Hotel(SLTU HOTEL 5:10) management has  declared its intentions as the very first local business institution in Sierra Leone to be a partner and sponsor the work of Hope-Sierra Leone  in Sierra Leone. Read more.

January, 2005:
First Training courses on Moral Foundations for Democracy were held in Freetown and Bo for 72 Sierra Leone Police and Sierra Leone Armed Forces. The programme will be extended in September.
